LCL Export Customer Advisory - New Zealand BMSB 2024/2025 Season

CaroTrans has implemented the following Brown Marmorated Stink Bug (BMSB) regulations effective immediately:

Shippers and forwarders should be guided by their consignees and consignees' customs brokers as to the applicability of the regulation to their shipments. Due to the nature of the requirements, cost for noncompliance and the expense for onshore treatment in New Zealand will be for the account of the cargo owner and could be significant.

The regulation, in short, defines Target High Risk goods for the 2024/2025 season to include Vehicles, Machinery and Parts. Some types of New Vehicles, Machinery and Parts will be excluded from the BMSB management requirements providing they have never been used outside, they have been stored indoors since manufactured, and a signed Exclusion Form is provided.

Please be advised that Carotrans will NOT be treating our consolidations from USA to New Zealand. For any shipments that are considered New Vehicles, Machinery and Parts, we will be asking that shippers provide a BMSB Exclusion Form prior to origin cut off.   

A completed BMSB Declaration Form will be required for all shipments.

In the event that your shipment falls into a Target High Risk category, and you are not able to provide a signed Exclusion Form, Carotrans can provide an alternative routing option that will allow for fumigation at a transhipment point.
